  46.   MEMORANDUM TO THE CONTROLLER OF TELECOMMUNICATIONS: 
  47.         --------------------------------------------------

  49.                      For the past several years we have been engaged in 
  50.         the study of various aspects of radio wave propagation.  The 
  51.         vagaries of this phenomenon have led us into the fields of aurora, 
  52.         cosmic radiation, atmospheric radio-activity and geo-magnetism. 
  53.         In the case of geo-magnetics our investigations have contributed 
  54.         little to our knowledge of radio wave propagation as yet, but 
  55.         nevertheless have indicated several avenues of investigation which 
  56.         may well be explored with profit.  For example, we are on the 
  57.         track of a means whereby the potential energy of the earth's 
  58.         magnetic field may be abstracted and used. 
  59.  
  60.              On the basis of theoretical considerations a small 
  61.         and very crude experimental unit was constructed approximately a 
  62.         year ago and tested in our Standards Laboratory.  The tests were 
  63.         essentially successful in that sufficient energy was abstracted 
  64.         from the earth's field to operate a voltmeter, approximately 50 
  65.         milliwatts.  Although this unit was far from being self-sustaining, 
  66.         it nevertheless demonstrated the soundness of the basic principles 
  67.         in a qualitative manner and provided useful data for the design of 
  68.         a better unit. 
  69.  
  70.              The design has now been completed for a unit which 
  71.         should be self-sustaining and in addition provide a small surplus 
  72.         of power.  Such a unit, in addition to functioning as a 'pilot 
  73.         power plant' should be large enough to permit the study of the 
  74.         various reaction forces which are expected to develop. 
  75.  
  76.               We believe that we are on the track of something 
  77.         which may well prove to be the introduction to a new technology. 
  78.         The existence of a different technology is borne out by the 
  79.         investigations which are being carried on at the present time in 
  80.         relation to flying saucers. 
  81.  
  82.             While in Washington attending the NARB Conference, 
  83.         two books were released one titled "Behind the Flying Saucer" by 
  84.         Frank Scully, and the other "The Flying Saucers are Real" by 
  85.         Donald Keyhoe.  Both books dealt mostly with the sightings of 
  86.         unidentified objects and both books claim that flying objects 
  87.         were of extra-terrestrial origin and might well be space ships 
  88.

  98.         from another planet.  Scully claimed that the preliminary studies 
  99.         of one saucer which fell into the hands of the United States 
  100.         Government indicated that they operated on some hitherto unknown 
  101.         magnetic principles.  It appeared to me that our own work in geo- 
  102.         magnetics might well be the linkage between our technology and the 
  103.         technology by which the saucers are designed and operated.  If it 
  104.         is assumed that our geo-magnetic investigations are in the right 
  105.         direction, the theory of operation of the saucers becomes quite 
  106.         straightforward, with all observed features explained qualitatively 
  107.         and quantitatively. 
  108.  
  109.             I made discreet enquiries through the Canadian Embassy 
  110.         staff in Washington who were able to obtain for me the following 
  111.         information: 
  112.  
  113.         a.  The matter is the most highly classified subject in the United 
  114.             States Government, rating higher even than the H-bomb. 
  115.  
  116.         b.  Flying saucers exist. 
  117.  
  118.         c.  Their modus operandi is unknown but concentrated effort is 
  119.             being made by a small group headed by Doctor Vannevar Bush. 
  120.  
  121.         d.  The entire matter is considered by the United States authorities 
  122.             to be of tremendous significance. 
  123.  
  124.  
  125.         I was further informed that the United States authorities are 
  126.         investigating along quite a number of lines which might possibly 
  127.         be related to the saucers such as mental phenomena and I gather 
  128.         that they are not doing too well since they indicated that if 
  129.         Canada is doing anything at all in geo-magnetics they would welcome 
  130.         a discussion with suitably accredited Canadians. 
  131.  
  132.                     While I am not yet in a position to say that we have 
  133.         solved even the first problems in geo-magnetic energy release, I 
  134.         feel that the correlation between our basic theory and the available 
  135.         information on saucers checks too closely to be mere coincidence. 
  136.         It is my honest opinion that we are on the right track and are 
  137.         fairly close to at least some of the answers. 
  138.  
  139.             Mr. Wright, Defence Research Board liaison officer at 
  140.         the Canadian Embassy in Washington, was extremely anxious for me to 
  141.         get in touch with Doctor Solandt, Chairman of the Defence Research 
  142.         Board, to discuss with him future investigations along the line 
  143.         of geo-magnetic energy release.

  153.         I do not feel that we have as yet sufficient data to place before 
  154.         Defence Research Board which would enable a program to be initiated 
  155.         within that organization, but I do feel that further research is 
  156.         necessary and I would prefer to see it done within the frame work 
  157.         of our own organization with, of course, full co-operation and 
  158.         exchange of information with other interested bodies. 
  159.  
  160.                     I discussed this matter fully with Doctor Solandt, 
  161.         Chairman of Defence Research Board, on November 20th and placed 
  162.         before him as much information as I have been able to gather to 
  163.         date.  Doctor Solandt agreed that work on geo-magnetic energy should 
  164.         go forward as rapidly as possible and offered full co-operation of 
  165.         his Board in providing laboratory facilities.  Acquisition of 
  166.         necessary items of equipment, and specialized personnel for 
  167.         incidental work in the project.  I indicated to Doctor Solandt that 
  168.         we would prefer to keep the project within the Department of 
  169.         Transport for the time being until we have obtained sufficient 
  170.         information to permit a complete assessment of the value of the 
  171.         work. 
  172.  
  173.                     It is therefore recommended that a PROJECT be set up 
  174.         within the frame work of this Section to study this problem and 
  175.         that the work be carried on a part time basis until such time as 
  176.         sufficient tangible results can be seen to warrant more definitive 
  177.         action.  Cost of the program in its initial stages are expected to 
  178.         be less than a few hundred dollars and can be carried by our Radio 
  179.         Standards Lab appropriation.

  181.                     Attached hereto is a draft of terms of reference for 
  182.         such a project which, if authorized, will enable us to proceed with 
  183.         this research work within our own organization.
